Your neighbour really needs to do what's right for his daughter. While mum's having am emotional breakdown he will need to take charge, and it looks like this won't be an amicable break-up and will get messier and messier. He needs legal advice, and soon. Can he, for instance, take over the mortgage solely in his name, can he let mum reside there as a lodger ?
He will need to ask mum really nicely for Child Benefit to be paid over to him (if the child will be living with him the majority of nights per week and holidays)
Mum can't think straight, so he has to consider what is best for the child, which is usually continuing to reside where she is without too much disruption to her routine.
Your neighbour must be feeling very confused about it all but must remember mum is unable to think straight. Mum has put her needs first, over and above her family unit, and she'll continue to do so.
If there's a time when they can talk maturely to each other, they must sort out how the future will look for the child and for them as individuals.
In my experience, it might also be a good idea for him to put a notice on Deeds of house in case she tries to remortgage, and this will block any attempt to sell and/or remortgage until things are sorted out.
Hope he's been to a solicitor by now as speed is of the essence here.0
