What surprises me is that it is a non-condensing boiler.

In England only condensing boilers may be fitted(except under very rare circumstances) - so presumably Scotland has different regulations.

Regs apply to all UK and, yes it is strange why non-con was installed, perhaps this is one of those rare occasions??

We have been on to the manufacturer to find our how much fuel it uses per hour.

They said it's 0.65 gallons per hour. Which works out at 35.4 litres per day if it's on for 12 hours a day.

They said it is a condenser. That's what the Rhino C120, ' C ' stands for.
    It uses kerasin oil.

If we assume this boiler is around 93% efficient, then it has pumped some 8,825kw into your house (as Cardew alluded to earlier) in a single month.

That is bizarre - you either have a massive house (please confirm area and number of rooms), your insulation is non-existent and/or you have the thermostat cranked up high. Our boiler runs nothing like as much in a day, but we do have a modern house with good insulation - our average usage over a year is 2,300 litres (now dropping as we augment the oil CH with heat pumps)

The only other explanation is theft, as a potential leak of that proportion is very noticeable from the smell alone (we had a leak last year that lost around 100 litres - the odour was unmistakable)

House size is approx 120 sqm. 3 bedroom, kitchen, livingroom, extension and bathroom. 7 Radiators. Insulation in the loft is being sorted out OH tonight, but yes, it's poor. Thermostat isn't hooked up yet. OH is connecting that back up soon.

Sometime this year, before next winter we are getting hard wood
H type double glazing, argon+krypton filled glass windows.

We have 16 radiators in a 200sq m house using 2,300 litres p.a., so your usage does look very high.

However, if badly insulated and draughty then burning all that oil in one month is feasible especially as there is little control over the heating (do you use TRVs to control the radiators?) and the last two months have been extremely cold.

I doubt there is a fault with the boiler, and you would have noticed a leak, so unless somebody has siphoned some off then completing the work you mentioned should bring your consumption down.

I am in Scotland and also fitted a new Rhino oil boiler a 50 - 90000 btu kitchen model went live 14th October with 1200 litres in 1450L tank and I refilled to the top 3 weeks ago and it only too 938 so not bad really considering minus 18 figures in december in scotland. We are in a 4 bed bungalow and Hubby home all day so its on a lot! Mine is a condensing boiler non combi! We have 11 radiators and the bedroom one in our bedroom is off and the others turned to minimum
Saving in my terramundi pot £2, £1 and 50p just for me! :j
