An easy solution is to reverse onto the drive, then you will be able to see if any one is there. SIMPLE0

Just a quick update (I like to complete my posts). The contractors erected a 6ft fence afterall. I made a written complaint to the council quoting that they were in breach of the Town and Country Planning Act 1992 . Suffice to say the council are now replacing the fence with a 3ft one! If only they had listened to me in the first place, instead of wasting tax payers money! many thanks for all replies.0

Well done for persevering with this matter. It is the councils who are wasting taxpayers money. If they had checked out their own planning laws it would have been much simpler all around.
Get all the repairs done you can if needed, that is what you pay your rent for. Ignore some of the comments, a lot of the posters are jealous because the private landlords drag their heels regarding repairs.
