Talk Talk Complete Nightmare

Hi, I have had service from hell from Talk Talk over the last few months.
I was a Tiscali customer.
Basically I tried to get my MAC code as I wasn't happy they wanted to increase my monthly payment, yet reduce the download limit. They persuaded me to stay by keeping the amount as it was with 3 months free.
Over the next 4-5 months I rang them 5 or 6 times as they failed to do what they said they would time & time again, they promised me it would be done but wasn't. They lied to me, someone even gave me a false name so I couldn't trace him!
Anyway I have now found out that they signed me up to a new 18 month contract in October 2010 without my knowledge or agreement.
In fact a new contract was mentioned in a conversation I had with them in Sept 2010 but due to all the problems I did not want a new contract & made this very clear on their recorded lines.
Their customer services staff are very unhelpful, some are very rude but none of them want to do anything to help & there appears to be no way to email them a complaint.
Surely they can't legally force someone to have a new contract without either agreeing to it & more specifically saying they didn't want it?
Does anyone know any email address to get things done at TT? Preferably the CEO.
Thanks for bearing with me
