I'd say the AFCO5 is very clear on this case. To paraphrase; "The conditions in the table below make a person permanently unsuitable, except where specifically time limited, for entry into the Armed Forces...

On a site note; It wouldn't be the recruiter that "offered" the appeal, it would be the Medical Officer/CMP. Although of course there's always a right of appeal. But it would be a 90% dead certain the same answer, no Doctor is going to go against PAP10 etc without a very very good reason. There's a lot of conjecture in this thread, but the regs are very clear on it.0
