I am not the expert here, but I am sure that they can decline if they wish. But you wrote "I had settled a plan with them to pay back monthly installments and the accepted and now i have received this letter."
Now I am confused. Have they accepted in writing or not? If so, you need to confirm that they will call back in the bloodhounds Northern Debt and Moorcroft and settle for the original amount you owe.
If they have sold the debt on so that they no longer own it, there is no point in discussing it further with them or paying them anything as Moorcroft/ND will have bought the debt for 10p or so in the £ and will make their money by getting you to pay.
On the other hand, they may be acting as Orange's agents and adding their collection fees to the debt.
But as I say, I am no expert, although some on here are.0
