Having a rant here, Whats the deal with drivers(cars and vans) only having 1 head light working or not turning them on when its dark like your meant to, it only requires a little piece of common sense to replace the bulb or to turn your lights on. Surely from a safety perspective both headlights should be working.

In short YES both headlights (and rear lights/brake lights/indicators) should be working, but bulbs tend to blow when you switch the lights on, some leeway should be given as not all cars can have bulbs replaced at roadside (due to some seriously bad design features- drop bumper to change headlight bulb).
For the most part though it is down to sheer lazyness as in drivers who CBA to replace blown bulbs. Then again I live in the east of the country where no car seems to have 2 headlights and no one takes the option of indicators when they buy their car!At times any combination of my spelling, grammar or punctuation may be incorrect. Please do not pick me up for this as, after all, it is only an internet forum.0 -
On the other hand there are a few drivers that seem to think the sight of a dark cloud on the horizon means they should switch their lights on. As I understand it your lights should go on a lighting up time, when the streetlamps come on. Of course there are other times too, fog, heavy rain, total eclipse etc.Light blue touchpaper and stand well back !0

'One eyed bandits' are annoying but even more so is the cheap HID conversion kits that all the 'spides' have. HID should be projection only and self leveling. I hate being blinded.0

There's no excuse when you can get bulbs for £1 in Poundland. The only problem is spending 2 hours fitting them to some cars.The man without a signature.0

My dad had to change a headlight in my old Ka (now being driven by him) last week. As it was the dipped bulb that went, it cost him £12 for the bulb and now it seems that the whole of the front of the car has to be removed (may be a slight exaggeration)to replace the bulb. My dad is quite handy with cars but even he said he'd have to take it into the garage to be replaced.

An old job I had, the manager had a Smart car. Bulb blew in his rear drivers side, I nipped out to change it for him.
The optional extra upgraded alarm system he'd chosen in the dealership was bolted over the light fittings in the boot!0 -

Don't forget those who have the headlights too high, or badly aligned so they shine into the oncoming traffic.0
