 achtunglady I dont understand why you are getting involved and wanting to go as far as taking the car and storing it in a lockup, or taking it out of london, all this for a £60 fine 
 its not just a £60 fine, once the bailiffs get involved they add their fees on top. He's got nothing of value other than his van, he lives in one room in rented accommodation im just trying to help out a friend, the state of mind hes in, if he loses his van i have no doubt he would do something terrible to himself and i cant live with that on my conscience, if onlys don't bring back dead people.
 Ok since i has been lambasted into not helping him that way, can he contact the bailiffs with a view to paying off a certain amount a month, as he wont be able to afford the whole whack all at once?And yes the lady in the avatar is me

 The very best thing you can do for your friend is to be supportive and offer positive advice. If he were to contact the bailiffs (the number will be on the letter), he will be able to reach some type of arrangement. Ignoring it further will only add more fees. You have to talk to him seriously, as no parking fine is even worth a fleeting thought of suicide - so you must nip that in the bud immediately. It doesn't help to take the responsibility for others actions - they need to do so for themselves, and maybe being the one who shows him how to do it, you'll be doing him a huge favour long term.0
