I think the van confusion is because the OP was asked "to step out of the van". I assumed this meant the Police van.
I'd love to see these C&U regs about the maximum height of lights, especially as my car has the front indicators towards the bottom of the bumper, however I would suspect that most "normal" cars have their headlights significantly higher than the minimum, based on where the lights are on certain very low cars, such as Lambos. Therefore any lowering that doesn't need smaller wheels probably wont fall foul of said regulations.
What is becoming apparent to me though is that a lot people, including the Police, don't like modified cars and boy racer types around. Where I live, there have been some ridiculous measures taken to make their gathering points unattractive, such as one town centre road that at each roundabout has a sign saying "No U-turns 10pm - 4am", just to give the police something to pull them over for.
In the town near me it's even worse. They used to be quite a crowd turning up on a Thursday night, the area in question is full of noisy nightclubs anyway so having these Barried cars driving up and down didn't really cause much additional noise. Sure their cars look awful for the most part and they made that road more congested, but the responses we've had are actually worse than the "problem"
First they decided to set up an impromptu vehicle checkpoint on a mini roundabout. This roundabout serves Asda and McDonalds. They pulled over and checked over a number of cars, but failed to pull over my mate's Volvo estate with blatantly illegal aftermarket HIDs. This checkpoint caused a tailback that ground the town centre to a halt. For bonus points it was next to a 20' tall wall with a KFC car park there, so a small number of aggrieved chavs gathered up there to throw drinks and stuff at the police.
Now they close the entire town centre on Thursdays, which is great if you just wanted to get a takeaway or go to the cash machine, you have to park up and walk, often in the rain. Originally this was manned thing, but now they have just put up some closable gates that block the entrance only, meaning that law abiding citizens get to park up and walk, but the chavs just drive around them.
i also live near this town, and used to be a car enthusiast (no such thing as Boy racer girls are just as interested in the hobby) and whilst before these measures got put into affect i could see from residents and the publics eye just the point they were making.
the small minority (usually newly passed) thought that ASDA car park is private and they could do what they liked in there how wrong they were ASDA maybe private owned but as the public can enter makes it a public highway and the law applies.

pumping silly stupid music at stupid o'clock there are residents who lived near.
whenever we and i mean we a group of 10-15 of us chatting saw this the reg number was noted and a flagged down cop car was informed, that behaviour ruined a good spot to catch up with mates exchange parts for our cars, and look at talent.
driving the high street 8-9 o'clock on summers night, and then you get a plonker who wants a car train! doing 5-10 MPH down the highstreet causing taxi's and busses to run late as a massive cue for the roundabout by the library for people to double back on themselfs or go straght ahead.
i'm not suprised the enforced what they have, the small minority ruined it for the rest of us if you were appart of the small minority you can only blame yourself, and apologise to those who you ruined it for.0 -
I've never done the cruise scene or anything resembling it*, and my car is mostly stock looking. I also notice in those videos that the Asda car park didn't have speed bumps when that was taken.
I rarely go to that Asda because it hurts my back to drive over those speed bumps, similar with the town centre in question, though at least they are the pillow kind so not as bad.
However as you said yourself, the majority of people there were no trouble. Sure they'd park up in the Halfords, Pets at Home or McD's car parks after hours and personally I think their cars look silly, but that's purely a matter of taste.
What bothers me is that instead of dealing with the minority of idiots, they have chosen to demonise and harass the entire group, a group who have the right to lawful assembly, and when that didn't work they put up measures that bother everybody even those who have no part of it and just want to pick up a takeaway curry.
for bonus points, where the blockages are, you have to drive through a number of residential streets to get to the other side of town now. I bet the residents of those streets are really happy.
* I was once persuaded to take my previous car to an officially organised charity cruise event in Southend, Essex. For my trouble I got rear-ended by an idiot in a barried smart car who wasn't part of the event but was trying to sneak in without paying the fiver donation to Children in Need.0 -

they were reassured by the council that the use of the streets for "shortcuts" wouldnt happen as the new chartist bypass would take care of it thus reducing the number of cars going up and down the streets how wrong they were!
the chartist bypass is pointless to me i never use it i have no cause to go out of my way to get to the other end of town when i can either wait in que of traffic to get into town when im not time limited, or just use the streets above town when i am saves me time fuel and money. i too suffer with back problems, and even though the bumps are the cusion ones they are high and cause me sever pain just to go over them but the whole area around the town has speed humps no because the resident kicked up a massive fuss about speed in the area and instead of opting for traffic annoying measures by way of islands at the curbside wanted sleeping policemen instead. now all i hear from people in town is how bad the bumps are and the rising cost of taxi's and bus fairs due to extra wear and tear on the fleet vehicles.
shutting town on thursday nights actually causes a loss to buisinesses in the town, i know i cant be bothere to go there on thrusdays now when they shut it its too much hassle and out of my way to go from one end of town to the other and i cant walk farr so cant just walk into town either.0 -

I know in NI there was one car pulled for being over-lowered- don't know what reg was quoted. He'd taken the car for MOT and couldn't get it on the lift as the front bumper was extended. MOT rang police, he was pulled over as he left, presumably with no MOT as they couldn't test it.
Don't know of any specific laws on it.
On the boy-racer groups- they used to meet at a lake here, and TBH, it wasn't bad. They're tucked away from other drivers and pedestrians, lower risk to everyone else, and sufficently far enough from houses that the noise of them diffing didn't bother anyone. The lake is closed off every night now, occasionally leaving a tourist unable to leave as the barriers are down. The local meeting place now? A car park in the centre of the town, with the Police station on one side, and Court on the other. ~:)0 -

just as long as your insurance knows about the mods (so they cannot invalidate your insurance, therefore meaning you are driving without insurance which is illegal) there isn't any law about ride height,
but perhaps there should be a law against how silly it can look :rotfl:
Probably gets away with it as the reg predates the vehicle lighting 89 or whatever regs, and will have been built prior to sva and still be registered as an austin A40 or something:rotfl::rotfl::rotfl:

your correct. actually the local heddlu the plods and traffic didnt actually think we the majority were a problem, as they seen who actually was causing it and like to come chat with us, this is when we gave reg numbers of idiots, i havent been on the scene since 2004 but when i was free did check in with mates every now and then the police seem to have it curbed with dispersal and take vehicle away powers but when groups decided they wanted to up the anti and rebel against residents instead of listen to their side it went pear shaped. spoiled it for us all.0 -

My EX was from Bedwas (Caerphilly) and we went up that way alot as there used to be a Motocross shop up there.
We passed through one night as met a few people from Cliosport.net when i had my clio sport and was shocked at how many police/boy racers there were.
Oh and Lum is spot on with the Asda speed humps. They should be geographically recorded being so big !If Adam and Eve were created first
