fill out the court forms and email them to him giving him 7 days to pay. It might scare him into paying for them and cost you nothing in any fee's just yet. You can also add interest at 8% per day.
amount of winning bid x 8% divide by 365 then times it by the number of days not paid gives you the daily amount of interest.
I work in credit control and often send these to companies who dont pay. It works a lot

I'm really not sure if a court would enforce a payment on ebay from a non paying bidder and would be careful about risking money on small claims.
