Putting this back on track, the op admits at times to not being able to see the road in front of her, check if you don't recall.

yes when the lights are shining in her vision, you cannot see immediately in front of you (in a car or otherwise, try it waiting for a bus at night with oncoming traffic in your eyeline), it blanks out everything immediately in front0 -
They may well be " acceptable " to you, they are not to the poor sods that are frequently dazzled by them.
They are fitted by selfish individuals who do not give a toss about anybody else.
If they are not fitted properly or in the correct housing then they will dazzle everyone. I have using HID for over 2 years and the beam are well directed, not selfish, dont blind people, just want to see better at night. Only correctly fitted 4x4 HID dazzle me because of the height of the vehicle.0 -
If only dazzling wasn't an issue, night driving would be a lot safer!0

no, you cant, if someone is shining a bright light in your eyes, the surrounding area will go very dark, its physics, if the light is lowered, the area immediately in front of the lights (and in front of you) will be dark but you will be able to see the holder of the lights (bus, car or person with a torch)0
