OP can leave them neutral feedback stating there was a problem, but that seller made amends-this is stating the facts.
OP can also leave them a neg saying they tried to scam them but were caught out - the lego brick by recorded post suggests that they weren't entirely acting in good faith and that would have me negging them before it was all settled.

If they had then of course they should leave bad feedback, and report to ebay.
All OP needs to do is state the facts, and it will be on record for all to see.
If there are any further problems, there will be a track record.
Otherwise you are just condeming someone who could be entirely innocent (badly organised/misguided or anything else you want call them), but not actually guilty of trying to steal from someone, as you suggest.
I simply don't believe in jumping to conculsions.

Even though a scam hasn't materialised quite how the scammer intended, it doesn't negate the fact the 'crime' took place.

Yes, fortunately OP did not listen to your advice of "wait n see", ensuring OP pushed ahead before the deadline. As a direct result of NOT following your advice, the OP (not the seller) has not been scammed.Seller hasn't actually been scammed though, have they?
