OP, if you are still here,

The council and the police can still remove it and so can you actually.

The council can remove it after sticking a notice to dispose on it and because it is taxed they have to contact the owner at the last registered address and give suitable time for a response (it's legislated somewhere what the procedure is exactly).

The police can remove it if it is the focus of crime or is likely to attract criminal activity, for example has broken fuel cap kids could drop a match in there, has broken windows, is unlocked and you have seen kids playing around in it.

Is it insured check askmid? Don't tell the police it is not insured they will check that for themselves and you shouldn't be looking officially.

You can remove it as an abandoned car, tell the police your intentions and remove it to an off road location, write to DVLA to become the new keeper, then when you get the V5 you can do what you want with it. Before removing it, photograph it in situ from all angles and close up, and inside because the owner could claim against you for any damage you cause to it whilst in your care.

All of the above may well be true but just imagine if someone did that to your car when you'd just had a serious illness or operation - or if the main driver had died, etc.

There are loads of reasons why the car might not have been moved, it doesn't mean it's abandoned! If it was there for months then I might take action as above but not just a matter of weeks.
