Those in receipt of income support, income-based jobseeker's allowance or income-related employment and support allowance may also be eligible if it's cold enough.
However, there are some exclusions so check the Direct.Gov site for full details.
Some exclusions? They're pretty hefty exclusions. I'd call that some inclusions!

Eligibility for cold weather payment has already been explained very well here in this sticky, first post on this thread.

Do cold weather payments count as income for other benefits? No. There is no [STRIKE]affect[/STRIKE] at all.

    It's "effect"!

  • Just a heads up for anyone who has had their incapacity benefit suspended who is currently waiting for their case to be heard at tribunal.

You won't get a winter fuel payment unless the tribunal finds in your favour, so not only do we have to contend with getting less than basic income support to live on we don't even get the winter fuel payment.

I have been told I have to wait 6 months for a tribunal, 'but don't worry' the DWP said to me, if the tribunal finds in your favour you get back the benefit short fall in a lump sum, not really much help when I cannot pay my gas bill right now.

Just a heads up but anyone on IB doesn't get a cold weather payment.
