Some exclusions? They're pretty hefty exclusions. I'd call that some inclusions!Those in receipt of income support, income-based jobseeker's allowance or income-related employment and support allowance may also be eligible if it's cold enough.
However, there are some exclusions so check the Direct.Gov site for full details.0 -

If you are in receipt of Pension Credit, Income Support, Income-based Jobseeker's Allowance or Income-related Employment and Support Allowance (ESA), you may also be able to get Cold Weather Payments.
Pension Credit
If you are in receipt of Pension Credit, you will usually receive Cold Weather Payments.
Income Support and Income-based Jobseeker's Allowance
If you are in receipt of Income Support or Income-based Jobseeker's Allowance, you will usually receive Cold Weather Payments if you also have any of following:- a disability or pensioner premium
- a child who is disabled
- Child Tax Credit that includes a disability or severe disability element
- a child under five living with you
If you are in receipt of Income-related ESA, you will usually receive Cold Weather Payments if you also have any of the following:- the support or work-related component of ESA
- a severe or enhanced disability premium
- a pensioner premium
- a child who is disabled
- Child Tax Credit that includes a disability or severe disability element
- a child under five living with you

Just a heads up for anyone who has had their incapacity benefit suspended who is currently waiting for their case to be heard at tribunal.
You won't get a winter fuel payment unless the tribunal finds in your favour, so not only do we have to contend with getting less than basic income support to live on we don't even get the winter fuel payment.
I have been told I have to wait 6 months for a tribunal, 'but don't worry' the DWP said to me, if the tribunal finds in your favour you get back the benefit short fall in a lump sum, not really much help when I cannot pay my gas bill right now.0 -
