Seriously, your OH needs to speak to his line manager and report the issue as his job could be impacted by any future allegations from the LL - even though they may be false and she may be a bit batty the employer will go through the motions of an internal review so the more protective actions he can take then the better prepared he will be.
As to going forward, I would just move asap - again, given your OH's job, he cannot afford to get into any situations which may result in any aggresive acts or allegations of force, injury etc as he will be bound by pretty stiff codes of conduct. This may not seem fair but it is a reality and staying put is not worth the anxiety. Also, let's face it, the relationship between the LL and yourselves has broken down. Thanks for posting your update Goingmad. I'm glad that you are getting support from the EHO.
Your LL clearly has a inflated sense of self importance. She is the one in the wrong, not your husband. Failing to get your heating fixed, threatening you with eviction, trying to access the property by key etc could indeed all add up to a charge of tenant harassment.
What has happened all needs to be confirmed *in writing* to the LA, with a copy kept.
As someone else has suggested, get the lock barrels changed and keep the originals to replace at a later date when you eventually move - will cost about a tenner and is not a difficult job to do. You shouldn't have to take extra days off work because you are worried about her attempting further access - the main thing is that your or your OH can be there for the plumber, obviously.
If she does not reimburse you for the 100+ quid then you should write to her, via the LA, asking for the money to be repaid within 5 working days and saying that you are happy to deduct from the next month's rent if that would be "easier" for her. The alternative is that you pursue her via the small claims court.
Good luck - hope the 3rd plumber gets resolve for you. Please keep the thread updated - gives you an extra opportunity to "vent"and may give support to another T facing a similarly recalcitrant LL.
