It is an offence to obstruct access and refuse to move when asked by a police officer....and as she was not in the car she could nto have been asked to move, so technically and legally she was committing obstruction. If there had been a car in the garage she would have been obstructing access onto the highway, again an offence.0

Yes, she could have been asked to move by the police, but as I have explained above, the obstruction refers to access to the highway from a driveway, not to a driveway from the highway. And why do you keep going on about a garage? We will probably never know if there is one. It's not relevant.0
