Well here's something new for you Mikey. ;)

    In some zones, both Southampton...
    and Portsmouth...
require the vehicle to be registered to someone at an address in the parking zone.

Thankfully I'm nowhere near there then.

No its not sheltered housing just a cul de sac with 10 bungalows.Has my mother paid for the car, insures the car and pays for the road tax surely she has a right to park it outside her bungalow. The problem is with the new residents who have just moved in.Nobody else has a problem and my mum has lived there for 6 years. There is enough room to park 8 cars and only 4 residents have cars.Anyone can drive the car and my sister and uncle come and take her to hospital, doctors, shopping etc.
    Provided that it is

    A) Public Highway

    and

    b) There are no parking restrictions (eg yellow lines, no loading, residents only etc) in force that are correctly signed and resulting from a traffic management order made by the council.

    and

    c) The vehicle is not causing an obstruction (for example it is not allowable for anyone to block a dropped kerb even you outside your own house)

then anyone can park there. Noone has the right to park outside their own property.

Most online quotes assume you are the named driver and owner, If you put the vehicle in someone elses name
you could end up paying more to insure your vehicle.

To obtain a 12 months Permit you will need a proof of residence in your name, dated within last three months, and a copy of the Vehicle Registration Document V5 (V5C) which must also be in your name and show the address for which you are applying for the permit

simple, transfer the reg to her get the permit transfer back to you

Just change her to be vehicle keeper. No need for any vehicle selling.

"Registered keeper" is such a woolley term it won't have any implications. The car is under her care for a lot of the time so that is fine.

However there may be a problem with road tax, AFAIK the insurance must name the registered keeper as a named driver, But it might be enough for the insurance to just name the RK as the RK and not as a driver, perhaps Victor2 could comment on whether his insurance names the RK and if he got road tax renewed yet?

Had no problem renewing the road tax, with the car in my OH's name but insurance only in my name. The insurance does not say who the RK is except that it is specifically not me. Did the road tax renewal online without any issues.

AIUI the vehicle just needs valid insurance to tax it.

from the taxdic site you are asked if you are the registered keeper and

I confirm that there is valid insurance covering the use of the vehicle when the tax discs starts and that the policyholder has given permission for this to be checked electronically
