registered keeper
i have a problem and would like a bit of advice.I park my car outside my mums house while im at work.She has the keys for the car incase she needs to call someone to take her out.The neighbours across the road have complained to the council and all residents will be getting a letter about who is allowed to park in the cul de sac.If i sell my car to my mum will i still be able to insure it for me to drive.She is 70 and does not have a licesense but does pay for the road tax and insurance for me.

Wait until you get the letter and find out the details from that. Don't go jumping the gun because of interfering, nosey neighbours.0

What does it matter to your neighbour?
It is parked outside your Mum's house and you are a relative, family, her son/daughter. It's not like a total stranger is parking there.

Thanks for the advice i will wait for the letter.I know i shouldnt leave my car there because its a cul de sac for old people and my car does not get used much by my mum but what if she needed to go to hospital and had no transport.The neighbour who has reported it has only just moved in and nobody else has a problem with my car.The key is always there and next door said he would move it if it was in the way.0

Unless the council implement a residents parking scheme then anyone with a taxed and insured vehicle can park there. Personally, I'd make a point of doing it out of spite.0

Wait until they implement the residents parking scheme.
Get your mum to apply for a permit.
Stick the permit in your car.
Park.
I've never seen a scheme that insists the car must be owned by the person, immediate family are usually ok as well. It's normally a limit on the number of cars outside.0 -
Like everyone else says, I'd also wait and see what happens. But if you do sell the car to your Mum, there will be no problem having an insurance policy in your name if you are not the registered keeper. I am in that situation and I just told the insurance company I am not the registered keeper, which they had no problem with (but best to tell them I'm sure) and it cost me nothing extra. On the insurance certificate it says "who is neither the legal owner nor the registered keeper of the car" beneath my name.

The other point is who is insured to drive the car apart from the OP? The OPs mother doesn't drive and it isn't clear if the neighbours are insured to drive it.
If she needs to get to hospital in that much of a hurry then you would call an ambulance surely? I sshe house bound at 70?0 -

No its not sheltered housing just a cul de sac with 10 bungalows.Has my mother paid for the car,insures the car and pays for the road tax surely she has a right to park it outside her bungalow.The problem is with the new residents who have just moved in.Nobody else has a problem and my mum has lived there for 6 years.There is enough room to park 8 cars and only 4 residents have cars.Anyone can drive the car and my sister and uncle come and take her to hospital,doctors,shopping etc.0

In some zones, both Southampton...
and Portsmouth...To obtain a 12 months Permit you will need a proof of residence in your name, dated within last three months, and a copy of the Vehicle Registration Document V5 (V5C) which must also be in your name and show the address for which you are applying for the permit
