08000MumDad charges for declined calls

I am in receipt of a text message on my mobile which states "08,000MumDad Prank receipt. This SMS charge is for 2 Prank Calls @ 75p each U have already recieved". As far as I can tell I have been charged for calls which I have recieved even though I did not say "yes" to accept the reverse call. I would like to know on what basis this company is allowed to charge me for calls when I have declined to accept charges. How can I stop them? I have recieved ( and DECLINED ) calls on my BT landline from this company. Now a friend tells me her O2 PAYG account has been charged for calls when she has not accepted reverse charges.
Whilst this might be a useful service for emergencies it is extremely annoying to find that I am being charged even when I do not accept the calls.
