Errr...yes we know that. Private firms and any people other than a Court cannot issue fines.:D
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thanks again to the reassuring posts regarding our first Roxburghe letter after a Central Ticketing Parking Charge Notice.

I have subsequently found that Central Ticketing have been handing these out like confetti at the housing estate where my my daughter shared a flat with a friend until intimidated out by this scam. I think others have left as well. The tickets have been handed out to those visiting friends and even residents with permits.

There are some things that I have been wondering about with these private tickets and I was wondering
if other have been down this route.

    • What sort of docmuent is the ticket? The common consensus is that this is an invoice. If that is the case then if Central Ticketing are VAT registered - which they are - should the ticket not show their VAT number, which it doesn't.
    • This whole charade is fuelled by the fact that the DVLA are willing to give up the registered keepers details for £2.50 (?). To get this information they have to have members of a registered trade authority. To be members of the trade authority, Central ticketing are part of BPA. From ex MP Lynee Jones's web site "companies seeking access to the DVLA’s vehicle register now have to be current members of an accredited trade association, with a clear and enforced code of conduct" .Is that really the case with Central Ticketing? There is no reference to their code of conduct on the ticket. If the ability to get the info from the DVLA was removed they would wilt.
    • On the same website is a copy of letter sent to the MD of Central Ticketing - giving the actual postal address of Central Ticketing in Birmingham - the first time I have come across a non-postal Box address for them.
    • On the ticket it says "Due to legal procedures it is difficult for Central Ticketing verbal evidence before the court. We therefore regret that we are unable to deal with telephone enquires with regard to the issue of this ticket". What on earth does that mean?
    • Did I read somewhere that the CAB advise to pay these charges? Is that true?
    • The logo on the ticket bears the words "Integrity, Fairness, Honesty". You could not make it up!
For what it was worth I emailed and wrote to Central Ticketing some time ago (before I found this section of this site) asking for some questions about the ticket and never heard anything. I gave them a deadline to respond or I would consider the matter closed, they did not. Roxburghe letter next.

The temptation for a scrap is huge - I shall try to resist!

Its all part of the cowboy operation this company and others operate, your best option is to ignore utterly , there is no point speaking to them over the phone or by letter as they just want your money, the next letters will be from graham white solicitors, they are just another desk in roxburghe, and are a fake letterhead scumbags that try to intimidate.
Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!
Do you really need to ask what kind of people run parking companies?

I have written to a couple of PPCs asking them about the wording on their ticket envelopes which state that "it is an offence for unauthorised persons to remove this notice". I specifically asked them what actual law of the land is broken by such actions. None of them replied. That's the sort of people you are dealing with. They're not worth bothering with.

It is an invoice and providing they are registered for VAT they side step the issuing of a VAT number by quoting if a tax invoice is required please supply a SAE when paying.

No it would just slow them down If they were not members of the BPA they would have to do postal request, which the DVLA would still shell out for £2.50

    • On the same website is a copy of letter sent to the MD of Central Ticketing - giving the actual postal address of Central Ticketing in Birmingham - the first time I have come across a non-postal Box address for them.
They normally use the restriction of disclosure of address at companies house, which quotes "the officers (or a person who lives with them) of that company, limited liability partnership or overseas company are at serious risk of violence or intimidation as a result of its activities".,

    • On the ticket it says "Due to legal procedures it is difficult for Central Ticketing verbal evidence before the court. We therefore regret that we are unable to deal with telephone enquires with regard to the issue of this ticket". What on earth does that mean?
That's just mumbo jumbo what it normally means is if your not paying dont ring!

    • Did I read somewhere that the CAB advise to pay these charges? Is that true?
Yes they normally do, but they read it as you have entered in to a contract. However some do seem to be coming around to our way of thinking.

    • The logo on the ticket bears the words "Integrity, Fairness, Honesty". You could not make it up!
Self belief is a wonderful thing.;)

That's because they have no answers to your questions.

The temptation for a scrap is huge - I shall try to resist!

I would not bother as with all bullies if you stand up to them they run and hide.;)

Were did the Ex MP Lynne Jones get this from? "with a clear and enforced code of conduct" does she believe in Santa Claus?

The new type letter they have now states CIVIL on it, looks even more official but the let down for them is the word CIVIL, in other words, wipe your backside with any paper from them and ignore ;)

Hi, I too have had the usual rubbish from Roxburghe and Graham White going back to a ticket at the end of July last year. I last received a letter from Michael sobell on 29th October 2010 with final warning on impending court action. since we hardly use the home phone I always check the number before picking up, knowing they have a 01932 district code we just don't pick up. THey did leave one message. There was another phone call yesterday, which we ignored again.
I suppose I am to expect the false court papers next, am I?!
Believe me, I have taken this advice and would never pay these pond life and although it is worrying, don't be.. so far nothing has happened apart from some cheap paperwork and angry words.
  • oh joy, a new convert to spread the word that PPC 'fines' are a total joke as are the toothless threats from their debt hounds. If enough people spread the word, this nasty little business will be over.
Still waiting for Parking Eye to send the court summons! Make my day!
