Hi guys,
Got a letter today from a company called Newlyn. It says:
DO NOT IGNORE THIS LETTER
PARKING CHARGE DETAILS: XXXXXXXXXXXXXXX
TOTAL OUTSTANDING: £XXXXX (higher than what the last one said - much higher)
Dear Sir/Madam,
We have been instructed by xxxxxxxxxxxxxxx to recover the outstanding Parking Charge, which remains unpaid.
Do not ignore this letter. Further action may be taken at considerable cost to you if the debt is not cleared.
In order to clear this debt and avoid further action being taken you need to contact us as a matter of urgency on 0xxxxxxxxxxx with your your proposals to clear this outstanding amount.

The ticket may appear to have been issued by your Uni but does it, by any chance, ask for payments to be made to PO Box 579 , Northampton NN4 7XN?
If so then your Uni scheme is actually being administered by Car Parking Partnership an offshoot of a printing company based in S. London and a well-known PPC.My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).

I paid and displayed in Asda and obviously the ticket wasn't seen as I got a PCN through the post (or a letter telling me I 'owe' them money for a PCN. This was from Town & County Parking).
Anyway I have ingnored it and now they have a done the same. And I've recieved a letter from Whyte & Co Debt Recovery from Kent telling me I have got 5 days otherwise recovery action will be taken. The letter arrived 8 days after it was dated - so you do the math. It appears I am already too late.
I've no intention of responding as its basically for non payment of an invisible invoice and can't really be enforcement. Just to scare/ annoy the hell out of people to they crack and pay up!?!0 -

The conditions are certainly right for them aren't they? Think about it, they never peruse appeals and they are slowly becoming aware that more and more people are waking up and seeing the time. What better tactic than to start applying "PCN"s to people who have bought tickets. After all, appeals are automatically declined, it goes to "debt collectors" and this is all enough to terrify most of the population. Those who know PPCs to be scammers will ignore all documentation from the nexus (landowner/PPC/debt collector/solicitors) regardless of whether they paid and displayed or not, and those unsuspecting to receive bogus tickets will simply pay regardless.0
