My fella (registered owner) received a letter today saying:
Civil Parking Notice: xxxxxxxxxxxxxxx
Vehicle Registration Number: xxxxxxxxxxx
Dear so and so,
A Notice to Keeper / Driver was sent to you on XX/XX/XXX in connection with the above parking notice. The Notice to Keeper / Driver was sent to notify the driver that a parking charge was due and that either payment of the outstanding amount or an appeal against the Civil Parking Notice had to be made within 28 days.
This letter is a reminder to inform you that to date, we have not received payment for the full outstanding balance.
AMOUNT PAID TO DATE 0.00
AMOUNT OUTSTANDING 75.00
Should payment not be remitted to us within the next fourteen days, from the date of issue of this letter, the case will be passed to a Debt Collection Agency who may commence enforcement proceedings via the County Court.
We would ask you to consider the implications if the case is heard in a County Court and a County Court Judgement (CCJ) is successfully obtained against the driver:
Additional Court Fees and Solicitors Costs would be incurred and added to the outstanding debt.
A County Court Judgement (CCJ) would be placed on public record with all the major Credit Reference Agencies which would seriously affect the Credit Status of the driver and could result in difficulty obtaining credit in the future.
If the County Court Judgement (CCJ) were to remain unpaid a warrant may then be issued and a County Court Appointed Bailiff instructed to collect the outstanding monies.
In order to avoid the above course of action the driver must remit payment in full to us within fourteen days from the date of issue of this letter. Payment can be made on 01xxxxxxxxxxxxxx
Is it a possibility they'd issue a CCJ or is this just an empty threat?

They have sent this to the registered keeper! as they have quoted "successfully obtained against the driver"
Do they know who he/she/they are?

As others have said, just ignore them, they are not even writing to the right person who they could possibly attempt to ever allege a breach of contract against. Do not appeal, do not say who was driving, just gleefully see out the standard computer-generated standard threatograms.
If your letter-chain is not shown on our top sticky thread by Crabman please could you reply on that thread with pics of your letters (minus your car and private ID, and minus any so-called-PCN number, date, location, reference or barcode). We try to show newbies all letter-chains we know about.
I know you're not a newbie but you need to read the stickies to see the letter-chains and to see the Watchdog programme link if you've not already watched it. What I don't understand is why do they go to the bother of sending all these letters and buying the info from DVLA, it just seems a huge waste of money on ink and paper.
