You will need to get it from the council.

    Read the highway code; http://www.direct.gov.uk/en/TravelAndTransport/Highwaycode/DG_069860

Which states "You MUST NOT stop or park on......a pedestrian crossing, including the area marked by the zig-zag lines (see Rule 191)"

Rule 191 states "191. You MUST NOT park on a crossing or in the area covered by the zig-zag lines. You MUST NOT overtake the moving vehicle nearest the crossing or the vehicle nearest the crossing which has stopped to give way to pedestrians. [Laws ZPPPCRGD regs 18, 20 & 24, RTRA sect 25(5) & TSRGD regs 10, 27 & 28]"

This has always been the rule. Why else would they paint the zigzags if they had no meaning?

You're thinking of a different kind of zig-zag.

Changing the signs is not that meaningful, it is the Traffic Order that needs to have been changed.
Check its contents and check that the signage complies if the term time exlusion has been validly removed.

Many wrong advice posts in this thread I have to say.

The PCN may be flawed so check all the text on that carefully.

I agree on all points. The zig zags outside our school had no plates at all and were not enforceable. Not only that, but they were too long. Then the lines were altered (split into two sections), and plates were put up, but no TRO was in place (I checked). Shortly after this, the plates were paintd over, and have stayed like that. 12 months on, and they still haven't got their act together.

Let me guess, from the first answers that didn't help the situation, I am guessing this thread didn't start out on the parking board?

You are in the right place now OP except that I would also advise posting a new thread on pepipoo where they won't go on pointlessly about the Highway Code, signs being gospel and irrelevant zigzag rules:

    http://forums.pepipoo.com/index.php?showforum=30

As well as getting the Traffic Order from the Council to post up on pepipoo when you get it, also let them see the front & back of the PCN and pics of the lines & signs. Read the FAQs and sticky threads first and just blank off any car ID and PCN number from your PCN before attaching the pics.

The people who first answered on this thread, I do hope you come back and see that this poster CAN probably get off this PCN, it may help you one day when you get one. Most PCNs are winnable with pepipoo's help, it is NOT just about what a sign says!
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
CLICK at the top or bottom of any page where it says:
Home»Motoring»Parking Tickets Fines & Parking - read the NEWBIES THREAD
