Let me expand on my earlier edit:

you need to check to see what the traffic order says. They may have changed it from fixed times to 24 hrs, if they have simply changed the signs and not the TO then the ticket could be invalid.

Am l right in thinking that any change of restrictions of this nature has to be publicised in the local newspapers before changes made?

There are steps they needed to go through in changing the traffic order, I tend to suspect they didn't bother changing it OR the original signs were wrong.

As one restricts the revenue potential, and the other expands it, I expect that the term time/school hour exemptions are still in place

Changing the signs is not that meaningful, it is the Traffic Order that needs to have been changed.
Check its contents and check that the signage complies if the term time exlusion has been validly removed.

Many wrong advice posts in this thread I have to say.

The PCN may be flawed so check all the text on that carefully.

lol sorry, the time plate is 8am-4pm which i believe is same as it was before, only thing that's changed is "term time only" text has been removed
