to roll IE back to a previous version (worked for me in a hung cpu situation): Control Panel > Add or Remove Programs. > Change or Remove Programs. Look in list for "Windows Internet Explorer 8.0". Uninstall this - IE will not disappear, merely the previous version 7.0 will appear.
Does not take long to uninstall so worth a try.0 -
I'd not play with IE versions. Take a look at this link of avp.exe causing high cpu issues.

Check which programs are hogging cpu via the process monitor. Sort the highest usage ones to top.
In my case it dawned on me that during the slowdowns, IE was always active. The I remembered I'd recently upgraded to 8,0 and the penny dropped. Next step - revert 8.0 to 7.0 an easy risk free procedure and all fixed.
May or may not fix OP's issue, might be useful for other folks who chance upon this thread with a similar issue though.0
