Yes DHP is still available. The 'D' is a reminder that not everyone gets it for the entire duration of their tenancy.
Local councils in London are now making emergency plans to start moving their tenants to other areas, including Hastings. Do you like the sea?
"Nigel Minto, head of sustainable communities at London Councils, said: ‘Some central London boroughs have been doing block bookings in outer London because they know that they will not have the accommodation in the private sector.’
Mr Minto said the boroughs were booking rooms in towns such as Hastings, Watford, Slough, Reading and Luton because the rents in those areas are much lower than the average rates charged by central London landlords.
He said the councils were also starting to view bed and breakfast accommodation - normally used for short emergency stays - as a longer term solution to households presenting as homeless in their areas."

Here is an overview of the tenants that are expected to be affected by the caps in London which Westminster council produced for parliament. In it it says they will use DHP to help transition tenants out of the borough
"We recognise that in many cases sustaining an existing tenancy with an award of DHP will only be a relatively short-term measure. But it is a vital measure to give vulnerable people more time to plan for moving home and to avoid a large volume of new homelessness applications being made in same time frame. "

Camden council have also identified the households that will have to move out of the borough
"Camden Council have carried out an analysis which shows that following the introduction of capping over 2,000 claimants currently living in privately rented accommodation will be affected. This represents around two thirds of those who currently receive LHA. Some will need to renegotiate their rents while others will have to find alternative accommodation within the limits set down by government. ... Over 500 claimants will lose £50 or more per week.
The reduction in the bedroom limit and the caps for the various size of property will not take effect until the anniversary of a claim. However Camden Council estimates that on a rolling basis from April 2011, 250 existing claimants each month will face a reduction in their current housing benefits and will require advice and assistance to find alternative accommodation."

Funnily enough, under all the unpleasant bravado, it's clear that this is a post from someone who clearly knows the game is up and is terrified at the change.
The angel89 I recall lived in a piddly studio in a non-descript suburb of London, in debt and owing money to both the DWP and the tax authorities, unable to transfer from being a community warden to join the police because they failed the recruitment process.
If they get their kicks by fantasising they live in a trendy part of London, so be it. Imagination costs nothing, bless.0 -
Scaremongering I am not. If you do a search on google, hb circulars are all viewable and dhp budgets for every authority is there.
I work for a small authority with a caseload of about 7000 but would never make it up.
Google circular S1/2010 and you will see all DHP budgets for every councilI currently manage a Housing Benefit service and have been working in Housing / council tax benefit (as was) since 2001.

Luckey for me that the DHP are going to see an huge increase in 2011/12
Because it looks like the Borough of Camden are going to have to find my rent from somewhere
My anniversary date is in May of 2011
Speaking to my LL last night (He is a relative) He has said whatever I can get from my LA That will be the amount he will accept as rent
So I have already negotiated a deal to stay
I was trying to work out my options vis-a-vis DHP
