In Soviet Russia they used to have the same problem.
The 5 year plan would order the saucepan factory to make a 1000 tonnes of saucepans, then the shops would be full of huge pans nobody wanted.
Five years later they would be ordered to produce 10 million saucepans so the shops were full of tiny pans that nobody wanted.
Now we are having the same problem, waiting lists to get on the waiting list.
(I recently was awarded 900 GBP by the ombudsman over a mishandled planning application. "We always try to meet the government target, but when we missed the target it ceased to be classed as urgent" - you could not make it up.)
To get back on thread: The shredded paper goes in the rabbit hutch; the urine soaked bedding goes into the composter; the compost goes in the greenhouse; the tomatoes grow in the compost ........... need I continue

We are going the same way as they did, but they have now seen the light - we haven't !.
Central Government issues 'targets' for everything, and for every target there is a 'fiddle' to meet it.
Hospital waiting lists, time to see your GP, school results etc, etc etc

An animal rescue centre near me asks for shredded paper, they use it for the dogs (bedding I presume!)

Shredding can also be used for bedding for horses.

I just had a paper shredder for my office and would welcome all suggestions as to how best use the shreddings.Is Paper shreddings good for loft insulation etc ?0 -
Bedding for rabbits/guinea pigs. Shreddings for hampers (saves on buying shredded tissue). Garden mulch, put some in the compost bin. Packing material for boxes when you sent stuff out.
See if you can sell bags of confidential waste - some companies collect shredded paper.0 -

It would be, but it would also make an ideal home for rodents so you may get lodgers in your loft. It will also burn very well should your house catch fire.0 -
i shred all my bills etc and recycle them .I was thinking of shredding them and using them as bedding for my rabbit and guinie pig.I have heard that it would poison them though.does any one know if this is true or just a myth?0

I didn't know it would be an issue, but I guess thinking about it, all that ink...you could mix it in with other plain paper such as envelopes etc? Or ask at a Pets at Home store?I have had many Light Bulb Moments. The trouble is someone keeps turning the bulb off
