You say there are no warnings but yes there are:
Paypal email I have here in front of me , first paragraph:
Hello Soolin
You received a payment of 31.80 GBP from ebayer1000 email ebayer100@hotmail.com)
Thanks for using PayPal. You can now send any items. To see all the transaction details, log in to your PayPal account.
It may take a few moments for this transaction to appear in your account.
Reversals:
Please be aware that your payment can still be reversed, (e.g. if it is subject to a chargeback), even after you have posted the item to your buyer. Complying with PayPal's protection programs and following the trading guidelines, in our Safety Advice Centre helps to protect you from things like chargebacks.
That's even before you log in. Then you log in and the payment page says:
OK to post the item
Payment Status: CompletedWe recommend that you:- Post to the buyer's address on this page
- Use a shipping service with signature confirmation
- Save all tracking information or other proof of postage
So you honestly believe there are no warnings, really?

There is no warning that says until you have cleared a paypal payment in to your personal bank account then it is not actually cleared funds.adsingleton wrote: »there customer do they not have an obligation of duty and care to protect me or at least refund
Having the ability to see you have made a mistake and admit it is a good step to protecting yourself in the future. Burying your head in the sand isn't going to help0 -

Very few official bodies will take on a company where you have specifically acted against their advice, if you went after ebay instead then I fear it may cost more than you could possibly imagine. You need to work on trying to get the press interested, someone who will fight for you and possibly encourage paypal to make a goodwill gesture although I think you may need to face the fact that this is probably not going to happen.
Other than that continue to appeal to paypal, don't get stroppy or threaten them , admit you now understand that you were foolish, but grovel a bit and just keep asking if they can help at all, even without admitting any liability. We know they have made goodwill gestures in the past, so it must be worth a try.I’m a Forum Ambassador and I support the Forum Team on the eBay, Auctions, Car Boot & Jumble Sales, Boost Your Income, Praise, Vents & Warnings, Overseas Holidays & Travel Planning , UK Holidays, Days Out & Entertainments boards. Also, can I just ask how long ago this was as I am getting a blank with ebay.
It migh tnot do any good, but check out that address in as much detail as you can. Eve consider writing a formal letter to them asking whether they are aware that their paypal account, or at least an account using their name and address, was used in a scam. See if you can at least eliminate that person from your case.I’m a Forum Ambassador and I support the Forum Team on the eBay, Auctions, Car Boot & Jumble Sales, Boost Your Income, Praise, Vents & Warnings, Overseas Holidays & Travel Planning , UK Holidays, Days Out & Entertainments boards. No, that's better, safer for you.
Sorry, I don't know if I missed it in an earlier post but was this sale done 'off' ebay as the tV shows as unsold.I’m a Forum Ambassador and I support the Forum Team on the eBay, Auctions, Car Boot & Jumble Sales, Boost Your Income, Praise, Vents & Warnings, Overseas Holidays & Travel Planning , UK Holidays, Days Out & Entertainments boards. No everything was done through ebay/paypal, it showed as sold and had my money received in green writing then shortly after the collection, ebay sent the hacked account warning and said they had removed the listing, but previously it had showed as sold, I had listed the TV twice it showed 1 item unsold and 1 sold then after they sent me the hacked account message even though it had showed as sold, they unlisted it and it only shows 1 item unsold.0
