Parking fines in own carpark turned into CCJ's and bad credit, help!

Back in august 2008, I received 2x parking tickets, for £100 each, on my scooter which I believe to be unlawful as the were issued to me while parked at the end of my boyfriends parking bay within his flats private car-park- (his car was also parked in the same bay at the same time). They were stuck to the paintwork! and UNDER my rain cover which they must have lifted off and put back over the tickets!- is that even legal?? I had the cover clipped down with bulldog type clips to stop it blowing away. This is why I didn’t see the tickets until I went to use my bike on the 3rd day, the 2 tickets had already been issued.
Correspondence then went back and forth between my boyfriend (as it was his flat/parking bay) and the parking controls company. We read all the advice on online forums like this one and just refused –refused- refused. Saying the tickets we unlawful and we would not be paying to park in our own bay. A permit could not be displayed as it is a motorbike, (the parking company agreed to that) and just that the reg would need to be submitted to them.
These were new parking controls that were coming into being, previously there were none. My boyfriend sent them a letter with my reg number on at the time- they have no record of this. We said that there were bound to be teething problems during the start of this new addition to our carpark but they would not listen to any of our arguments at all. Just kept coming back saying pay up. They were supposed to be acting for the residents to stop 'shoppers' parking, as we are close to the town centre- not against us!!
After our last letter to them, which basically said- you will have to take us to court as we are not paying, we heard no more from them and we couldn’t get anyone on the telephone, only an automated service. So we assumed we had won and they had given up. :j
My bike is still parked in the same spot, same bay- no further tickets.
How wrong we were to assume this had all gone away!! I applied for a mortgage last week and was refused on the grounds of bad credit:(. After some investigating with equifax and experian- it was because of those 2 tickets! (I otherwise have a clean record:A)Apparently they sent a court summons to my old address which I never saw (I moved in with my boyfriend shortly after). This has now turned into a CCJ unpaid on my record.
The parking company sold the debt on to a debt collector. The court gave me the name and address of their solicitor. She told me that the CCJ was for around £760! For 2x parking tickets on my scooter and 1x for a Peugeot that I know nothing about! I have never owned or used a Peugeot ever, neither has my BF. Im still not sure why its so much money though? The original 2 tickets were £200 for both?
She told me to go back to the original parking company -which I did, and they told me that they had no record of the letter informing them my reg number, but they did have copies of all other correspondence from my partner at my new address. –she implied that we lied about ever sending it and we should have sent it registered post- of course we didnt know that all of this would happen- it was just a simple letter, informing them of my bikes prescence.
She said that the ccj and the fines still stand. After a heated discussion, I said what about this Peugeot and that i wasnt happy that this was tagged on to my tickets? (how good can their paper record keeping be?)- she said she would call the debt collectors solicitor again on that. When she got back to me, having spoken to them, she says I have to go back to the debt collector solicitor and they cannot help me further. I have called the debt collectors solicitor again today and left a message to call me, I haven’t heard anything as yet….The first time I called, i was put through by the receptionist, the phone was answered and then went dead- i think im being ignored.
Please help! I am worried sick as I know this will stay on my record for 6 years.:(

This just goes to show why you should always have your mail redirected for at least a year after moving address. The council PCN horror stories are the worst where bailiffs track people down and the stories told always seem to stem from paperwork that was sent to an old address that went unanswered.0

I'm confused, Was this a ticket issued by a council or by a private parking company? If the latter, what is the name of the company and the name of their solicitors? What part of "A whop bop-a-lu a whop bam boo" don't you understand?0

That's what i thought. If it's a private car park for private flats it wouldn't be the council and they wouldn't charge £100. I think i will reserve judgement on the op's post till more information is forthcoming. Like which PPC it was.
Just read the opening post again and something doesn't quite seem right.0 -
Seems a very unusual first post???0

Perhaps the PPC thought they were onto a winner once they had an address and contact/appeals started coming with another address - solution take the old address to court and win by default (although doing this expecting to win by default would mean you're not expecting payment). Could be one of the PPC's that does court to scare people looking for default judgements.0 -
whats a PPC troll? what is a PPC come to that? Sorry if the post was poorly constructed, its a lot to get down in one go.... why is this a strange first post? I thought this was the place for advice on this sort of thing. I will post the parking company name and solicitor company name tomorrow when i can pick up the details from my diary (not with me right now). does this make a difference to the advice I would receive?0

its a private parking control company paid for by the flats managing agents btw....0

Many apologies for the doubt expressed as there are many private parking companies (PPC's) who like to muddy the water and cause confusion with new posters. Can you please say who the company is and have you ever been given copies of court papers?I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

call me a cynic, but op, i do not believe you.
Got to agree to be honest, suspect this is not genuine, so will refrain from saying anything else on the matter.Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!
Do you really need to ask what kind of people run parking companies?0
