Possibly, but then phones are complicated devices and people don't treat them as such. You would not use your TV or Laptop in the rain, but people think nothing of yacking on the phone whilst it tips down.
The problem lies in the fact water is seldem pure, the issue isn't the water itself, it's the salts and minerals dissolved in it. They can cause water to conduct electricity so shorting componets, or even if the water dries out the traces are left, all of which can corrode tracks or bridge contacts later on.
Hence if the stickers say the phone has got wet then all bets are off.0 -
