    never heard of a network barring the handset due to non payment - only barring the SIM

    As soon as you have your money returned, you make the report to PayPal.

    I have worked directly for one network and indirectly for another and neither network would blacklist for an outstanding bill, the sim is suspended or terminated, not the phone. The only reasons that a phone is blacklisted is loss, theft or fraud.

    Why would Paypal be interested after a refund has been given, the OP should open a Paypal dispute immediately, he can also report the seller to eBay after getting his refund, but Paypal are not going to be interested after the fact.
