What the buyer do with the car is none of your business. Would you ask for the driving licences and insurance if you sell your car through newspaper adverts?
But in the information given it says that the potential buyer has already told the seller that she is not planing to insure the car. There is no asking involved in this instance.0 -

As I'm not 100% on the legalities I'd stay well clear of this one.
I suspect there's probably a difference between giving someone a knife because they asked for a knife (and said no more, then went off and stabbed someone with it), and giving someone a knife because they asked for a knife to stab someone with. They've stated their illegal intentions, and I would think that this could make a big difference to whether you're seen as an enabler/accomplice. It might not matter, but I wouldn't like to find out the hard way that it does.
Edit: Heck she's offering more than the asking price, so there's a possible bribery issue thrown in there as well. It's £850 more so why doesn't she use that money to buy insurance and a replacement license? Probably because she's got even nastier things going on and doesn't want to be traced, that you could be accused of enabling.

This is a no brainer. You want £650, she is happy to give you £1500. Take it - you are not responsible for whether she is driving legally. Just make sure that you send the paperwork to DVLA as soon as the sale has gone through so that you are not responsible for any offences that may be caught on camera. The police will soon flag her down anyway - you only need to drive past a police car without insurance and their system is notified.0

The important fact is that she has told you she intends to break the law. By her telling you this information you have a duty as a citizen to act in a correct and responsible manner and to uphold the law. If she had not told you, you might have reasonably thought her actions in buying the car for an over-inflated price were strange, but otherwise legal.
Driving studies show very clearly that uninsured drivers, unlicensed drivers and cars driven without car tax and/or MOT have a substantially higher chance of being involved in road traffic incidents. Ordinary citizens like you and me are the front-line in upholding the law and it is our clear responsibility to do so.0 -
Sell it to WeBuyAnyCar ( or somebody else) - that way she doesnt get it & you can say that somebody else has bought it (possibly for more money!?!)0

When you sell the car, you will have to fill in some paperwork to change over the name. I don't want to give more advice about whether or not you should sell but I'd probably suggest that, if you do sell, you make sure that bit of paper is signed, dated and YOU post it, before you give her the keys. I don't want to prematurely judge your neighbour but, by her offering so much, I'd be suspicious that it's a buy off so you won't be so worried about filling in the appropriate paperwork. In which case, if she gets any convictions/parking tickets/speeding tickets, it might be traced back to you as the owner, not her as the driver. I'm probably just overly paranoid but just thought it was worth pointing out.0
