Maybe the cable he wanted to use inside would have been a cat & genny or RD500, they would have used this to trace the outside pipe and find your stop tap

When was it tarmacced (sp?) over, before or after the Google Streetview picture?
If after, use Streetview to locate it and chip away at the tarmac. If before get a metal detector and detect (only useful if it's an older metal cover), then chip away at the tarmac......0 -
the stoptap outside is the water companies responsibility and is situated for their use. Yes you can use it at your own risk, break it and you will pay for the repair.
The meter installations are free of charge. By the sounds of it they want to send the sonde down your pipe and trace it internally. What they would do there is turn the main off in the street, take your internal stoptap off and send a wire down your pipe which is sending out a signal and the the cat will pick up the signal underground. I am assuming that your supply pipe is non mettalic.
You say that all you want them to do is dig up a bit of the road, I think you need to realise the cost of the holes that are dug up in roads. On average I would say that each hole costs around £350. It costs around £70 just to get a notice from the council to allow us to dig up the footpath. Then you have the cost of the labour, then the removal of the spoil, cost of backfill and then the reinstatement. Two holes, £700 . Not cost effective for the water company when that could be four years+ of your water rates (excluding sewerage charges).
What will happen now is that they will have two attempts to find your stoptap externally. If this is unsuccesfull then the only option will be an internal meter, assuming that there is not more than two points of entry to your property.0
