no outside stopcock !!!!

the waterboard have been to see if i can have a water meter and the guy can;'t find our outside stopcock been tarmac over. he tried
4 holes but none ours .
going to see about getting somebody out to dig a hole but have been told only one try and thats it.
What i want to know is should i have access to the outside stopcock by law ! he wanted to take out back of cupboard and run a cable to see where it is but noway am i having that done.
explained we had a leak years ago from stopcock under sink and caused 6k worth of damage to kitchen, he said we are;nt cowboys
and i said who do you think put the tarmac over the stopcock lol
any advice

    They have offered to find your stopcock, you refused, and you think that the company are wrong?

    sorry seemed i have upset people
    by law thought we have to have an external stopcock
    cardew - i read the contract i had to sign with says they are not responsible for any subsequent repairs to the dwelling following the work to install the meter.
    i don't want them taking the back off the cupboard and removing the stopcock under the sink , about 7 years ago we found out we had a leak from the drip value under the stopcock in kitchen and it caused 6k worth of damage.
    all i want is for them to dig up a bit of the road and find the stopcock if they had;nt have covered it when the repaired next doors water mains i would'nt be having the problem now

    What company is this ? as there is no waterboard anymore and each company have slightly different rules.

    Not sure what your internal leak has to do with the water company or them trying to locate the external stoptap ?

    How do you know they covered the outside stoptap if you don't know where it is ?

    By law..No there is nothing about external stop taps. Internal is yours as it is in your property but in the road..not as simple I am afraid. The reason being that some external taps turn off more then just one supply and that could cause issues. My external tap turns off at least 4 houses as we are on a old communication pipe that was never split (can't have a meter either)

    You can though have a meter internally can't you ? or have they said no to that ?

    Is the problem just that you don't want an internal meter ? As that is better for the customer, it means you can monitor your usage yourself and check for leaks etc rather then waiting for a massive bill.

  • why not get a shovel and dig up in the garden until you find the water service pipe going into your property ? you can then point it out to the water company , they will then trace it out into the footpath and fit a shiny new meter and stopcock , easy really

    Maybe the cable he wanted to use inside would have been a cat & genny or RD500, they would have used this to trace the outside pipe and find your stop tap

    they want to take the internal stop !!!! off but he said "oh its into the wall" and after the problems last time i don't want to touching just incase

    the guy found one at end of next doors and then one at end of mine but he said thats not mine and he thinks when they did some work they covered it with tarmac , something to do with pipes not supposed to cross onto other peoples land

    hopes this make sense just so worried incase i have a problem in future and can't turn off internal stop !!!!.
    our drives are used by everybody to do u turns since they are so big and a few years ago a fire engine turned and my next doors had a leak at end of drive
