you must have some money, its not free to brings dogs back0

You may be entitled to some help, but not straight away. If renting you will need a deposit and months rent up front to get a house. Then once you have one you apply for help with the rent.0

i have enough to get back with the dogs (driving - less expensive) & rent for a month or so...0

You need to be aware that, as you are under 25, you will only get LHA to cover the cost of a room in shared accommodation.0

You don't have to live in a house share, but you will only be paid what the council consider the shared house rate.0

You may find landlords are less than keen to take you on with 2 dogs.
Do you have any family who might take the dogs?
Spareroom.com is good source of lodgings but think you'll meet with problems with the dogs on board
