*Talk Talk have claimed my mum's phone line!*

Wow, she is livid!!

She enquired with Pipex about a cheapo broadband offer she saw, but they explained they wouldn't be able to do anything anyway, as her phoneline was already claimed! My mum was surprised and asked how this could have happened? The lady asked if she had, by any chance enquired about Talk talks services, when my mum said she had, the lady replied "yeah, they are always doing that"

So my mum is going to give talk talk a call today, and try and undo whatever they've done!

Has this happened to anyone else?

This is known as a marker or tag has been placed on the line which prevents anything else being done.

If you look at this thread it mentions a freephone number (from a landline) where you can call BT and ask them why you can't move (ie what marker or tag has been placed on the line) and they'll confirm whether it was TalkTalk that have started the process of moving broadband to them.

You may also be able to (but not sure) ask BT to stop this.

If TalkTalk have started the process of broadband then ask them (they'll probably need to transfer you) if they could tell you if your calls and/or linerental has also been claimed.

You are meant to get a letter from both BT and TT if you move these services (specifically calls) but if your mum only recently enquired with TT then the chances are the letter hasn't been sent to confirm your're moving.

I would check with BT first to double-check before going to TT because you can then say BT themselves confirmed this.
