i think you can fight and argue the system and get angry..... and get nowhere..

""We have two babies in the house one with lung and heart problems the other who constantly gets sinus infections "

find somewhere else to live immediately.... use your energy for that.... your children's health is THE most important thing.... let someone else fight a bad landlord .... look after your family first.

if you dont have a deposit some councils have a Bond Board which could help

some councils have a list of Accredited landlords... ask.....

we have been fighting to get another house but we cant afford to move. Our credit history is poor from previous bad credit and we wont get a guarantor which is what we will be asked for, let alone raising a deposit and months rent in advance
thats why im trying to fight their decision because i think they have a duty to help us but they obviously dont seem to care
Even a stopped clock tells the right time twice a day, and for once I'm inclined to believe Withnail is right. We are indeed drifting into the arena of the unwell.

a bond is a paper promise.. it does not cost you a penny.... as long as you dont breach your tenancy conditions and the landlord has no legitimate claim on the bond when you leave....

some landlords who accept benefit tenants know that they cannot stump up a months rent in advance and are happy to wait for the benefits to come through....

ASK - what have you got to lose ?

OP says "" i have finally got through to the housing options people. they said they have spoken to the EHO and because the EHO has given us a 'medium' state of disrepair they are unwilling to help try to house us?madness.

I dont understand what about our health? ""

have you contacted your doctor or health visitor to see if they will write a letter to Housing for you ?
