My electricity meter is supplying two flats

I think you need to point out to her that it's unlikley an installation certificate exists for a piece of cable that has probably been fitted illegaly. The fact that one of the meters has been disconnected and has the potential to give someone a shock should ensure someone comes out ASAP.
You have reported a bypass and they should be sending out an engineer and someone from revenue protection to check it out as a matter of urgency. Sounds like your talking to a bit of a numpty.0 -

Not quite sure I understand what you're saying. The installation certificate they're asking for is to cover the change my electrician makes to the wiring (or at least that's what I hope as that's all I can get). It's on this certificate that I'll have the electrician write that the two flats were running off one meter and that now they are separate.
Regarding the bypass, I think they don't care because the bypass is after the meter. I have spoken to several people already and none has offered to send anyone round - do you think I can demand this?0 -
I agree, ask for revenue protection or, if that gets an equally blank response, ask for a manager. Write to them and complain. Tell them you want the response to the complaint in writing.

I called them today and the woman I spoke to got very annoyed. She initially sent me a completely useless email saying that after my electrician has completed his rewiring he will provide me with an installation certificate (?!), and I told her that was not helpful. She then asked me to dictate the email I wanted her to send, but when I got to the useful part she said 'Oh this needs to be worded carefully!' (I felt like saying that maybe that's why she should have been wording it herself!) She then consulted her manager, came back and said that she would not be able to put *anything* in writing for me. She basically said if it's my wiring I can do what I like, but this does mean that they can later claim I made all this up (the way things were wired).
After some thinking I asked if I should get the electrician to put in writing the fact that the two supplies were together and he was going to separate them, and she said this would be good. So I guess I'll just have that added to the installation certificate...

Yes but I'd rather not hire an electrician just to write a report, and then have to pay them to come back to put things right... (hence why I wanted to get both done at the same time)0 -

you need to insist that they inspect the current wiring. Get on to revenue protection. If an electrician puts it back, then effectively he's tampering with evidence.
Tell them they bypass is NOT after the meter, it's BYPASSING the meter.0 -
The problem with an electrician doing that work is that when the man from revenue protection takes a look at it the evidence will have been removed.0

And then say I made a mistake when they turn up and find this is not the case? (this also goes against everything I have told them in my 10+ calls...)0 -
Call the emergency number and tell them that you believe someone has tampered with the wiring and that it's a safety hazard (you don't have to specify when it was tampered with)?
The emergency crew would then refer it back to someone who maybe has a clue.No free lunch, and no free laptop0
