If he's all snotty that could cause the cough, but I'd always get a cough checked just in case. If you think it could be infectious then Nursery would be a no.

Oh no Im not up to speed about the feet situation but lack of NHS care doesn't sound goodYes I said to DH tonight that if cough still the same tomorrow then Im gonna ring the doctors. Nursery will be Tuesday and it would be his first full day, so I will keep him home if he's still not better then, but how typical it would be to have to be off for my first day back at work!!
