Can blocked mobile phone be ued in overseas countries?

Just a curious question as I saw an auction on ebay for a blocked mobile phone. The seller insisted that the phone could be used without any problem elsewhere outside the UK. Hence I'm wondering what's the point of blocking a stolen mobile phone while the phone can be still used overseas?

As far as i am aware, once a phone is blocked from a company, its unusuable, I cant see how the seller expects to sell it if it is blocked, you cant unblock a phone, like you can unlocking one. No matter what country your in. Unless he is selling it as spare parts, i cant see it being worth anything else.:A:dance:1+1+1=1:dance::A

The blocked IMEI databases are different in other countries, so phones blocked here will currently work. There has been talk recently of a european wide database. This means any phone blocked in a european country wont work anywhere else in Europe.
It is of course illegal to knowingly buy or use a stolen phone. If you buy a stolen phone in the UK to use abroad, you could still be done for handling stolen goods.How many surrealists does it take to change a lightbulb?
