Oh my God, we are in a right flipping flap about some spilt birdseed, an escaped budgie. I say it it time not to be really up the ante and get onto the Animal Rights activists.
Let's bring in the cat and give it a good swing.
(Note to those whom may be offended, I am already on a Yellow card for being such a nice person, the cat in this tale, is a cat of nine tails!)

I used to put clothes pegs (the springy ones) on top of the latch so the budgie couldn't lift the door up to open it.
If you use the wooden springy ones they might just try and nibble the wood to shreds, so not sure if the plastic variety would be better?!
I wonder if a safety pin might do the trick, obviously pin
bit outside of cage! just something that came to me...
