This is a CLARION radio and the only ones that can be decoded by Serial Number are the ones with a barcode beginning with 700000.

First - turn the contack(car) key till the dashbord lights up. Then press and hold down the AS key on your radio(the radio must be off). Now press the power button of the radio while holding down the AS key. Wait till the radio beeps. Unpress the AS button.
The display will show 10 SAFE or a lower number(like 9 SAFE, 8 SAFE, etc.) The number indicates how many times someone tried to enter wrong code. If the number is differen than 10 you will have to wait some time till the radio allows you to enter the code. For 10 - 1sec, 9 - 1sec, 8 - 1 sec, 7 - 10min, 6 - 20min, etc. Note that the time runs only when the contact key and the radio is on.
When the radio allow you to enter the code you will be able to enter it with the digits from 1 to 4. Example the third digit is 8. You will have to press 3 eight times.
After you enter the correct code press AS again.
Note this is the procedure for Philips equped Vauxhall(Opel).
