No phone compnay is going to do that for you.

I don't wish to sound harsh but this is a parent /child issue, it's nothing to do with the phone company. No-ones going to reprogram an OS of a phone based on what one parent says.

If the child wants to ignore the parent they'll find a way, regardless of the phone settings.
