I hate to say this, Guys Dad, but that immediately makes me think you are suggesting OP called some adult chat lines, if you know what I mean!!!
The most O2 charge is 50p per minute for 070 numbers unless it's a premium rate call.
I suppose they could have been phoning to get someone evicted from the Big Brother House and making multiple calls, but somehow I doubt it. You are probably right, Oscar. But 25 hours is something you might notice and guess it was going to cost a few bob. Just trying to see if, by any chance, OP had any basis for asking for installments without penalty. Looks unlikely

certain embassies like the usa embassy charge ridiculous amounts via their premium rate lines for appointments. i remember being on hold or press this and that nonsense and costing me a lot, but this was a long time ago.
loads of times in remember being on hold or on endless your call is in the queque etc on many help line numbers for certain companies. i remember some took 45mins and i had to disconnect as got fed up of waiting! the bloody GP surgery waiting times on phones are horrible too 5 mins before 8am it gets diverted to emergency helpline and at 8am never get through for ages and if ring half an hour later there never is an appointment for the day etec etc so do get stuck waiting in the queque quite often if i have to get an appointment if my daughter is unwell. cant wait for being able to use any GP surgery policy of the new govt. anyway getting back to the phone minutes, yes if the mobile if your only means of contact and you have to sort some urgent repairs / insurance etc related issues at home then it takes numerous calls over months and one can rack up huge number of minutes getting bumped from person to person or on hold.
not everyone long call is a chat number! maybe the OP had a new relationship and went a bit head over heels and was using the phone a lot without thinking, maybe someone was stuck in hospital for a long time and the mobile was their only means of contact while in hospital. it is not uncommon to see longterm patients using their mobile a lot / tethering for laptops etc. not suggesting any of these might be the causes, but best to give the OP some benefit of the doubt before dumping the label of adult chat lines as being the cause of the bill. may be it was, may be it wasnt.

Ok, this is for far less money but here goes...
O2 off peak time kicks in at 7.30pm but i thought it was 7. I made a call that lasted about 15 minutes from about 7.15ish and it was to a different network mobile. It ate about 6 quids worth of the ten pound credit i had put on literally an hour or two before.
I phoned to moan in a very polite way (although admittedly, i did incur the cost as i was unaware of the off peak time!) and the guy was pretty unhelpful so I got put through to another person who basically said tough luck. I asked for my pac/mac (?) code and she gave it to me. I had been with O2 since BTcellnet days!
I then emailed customer services the next day on a whim, really and the reply could not have been more helpful. They refunded me the call credit, apologised profusely, and gave me a free peak time minute bundle for three months as a good will gesture.
So, maybe a carefully worded email to them, explaining your hard done by experience might help more than just phoning, as the staff on the phone really didn't care too much to help!
BTW I am still with O2 now!

If I sort the bill by cost, the most expensive call made was for £14 to another mobile where the duration was 1 hour 20 mins.
Similarly, and to the same number, £12 for 1hr 10 mins.
TBH most of the calls in the most expensive echelons of the list are to mobiles.
Sound about right?0
