Just out of interest, if you rent privately through a letting agent and you get live rats coming in through a hole somewhere in the property and they are getting into a kitchen cupboard tranpling over your belongings....who is at liberty to sort it out? Is it the managing letting agent and the owner of the property as it is a property defect, or is is down to the tenant?

If it is a property defect such as missing bricks or structural issues that allow the rats to come in then its absolutely the LLs issue as they have a duty to maintain the fabric of the building.
Pests ( including mice, rats, pigeons) are covered under the HHSRS ( Environmental Health assessment tool)
If you get no joy with your landlord after writing I would call the Environmental Health team at your borough, and ask for further advice.:beer: Well aint funny how its the little things in life that mean the most? Not where you live, the car you drive or the price tag on your clothes.

On two occasions we had live rats getting in to the property (we are clean people may I add, we just live relatively close to fields and a river) I contacted the letting agents who advised me to go to Wilko's and buy some mouse traps! After more insistence from me, they called Rentokil out, who said it would cost just over £200 to sort, my partner refered them to the letting agent who came back to us and said we had to pay half!
We sent Rentokil away and called (on advice from a friend) the local council who came out over a series of weeks and treated the problem free of charge but advised us to not use that cupboard, so because of the lack of kitchen cupboards we had to go and buy a free standing cupboard to put on tip of a worktop. Luckily the problem went - yay!
About 6 months later, the problem returned, we let the letting agents know, again no help! I phoned the council again, they came out again, did a smoke test, and treated the problem. At out own cost and time we bought some quick drying cement and filled all the holes shown up by the smoke test. A few days later we found a huge dead rat in the garden, my partner took a photo of it. We also photographed where we had filled all the holes, sent all evidence to the letting agent including the receipt for the cement - got no response!!!!!
I am only interested as I would like to use this as evidence agaibnst them as incompetence if they try to with hold some of my deposit when I leave!0 -

Albeit it a dim one if she was going to be so ridiculous as to fling it into her neighbours garden and make it 'somebody else's problem'. I'm sorry but thats disgusting behaviour.
