Is it ok to say this, even if technically you were parked where you shouldnt?
My situation is that my girlfriend parked in a disabled bay outside our flat and got a ticket. Basically these are two massive parking spaces which are never used (while everyone parks all over the pavement practically blocking the road), and which i think we are technically allowed to use if we display a permit. She didnt display a permit as she was only there 15 mins.
Anyway we ignored the fine, it got passed to Roxburghe, then Graham White. These letters were going to my girlfriend's parents house because her car was registered there. She ignored them all. Then they started phoning her parent's house. And they have now been phoning for 10 months, almost on a weekly basis. Her mother is scared to answer the phone. If she does accidently answer, then she just says she doesnt want to speak to them and hangs up.
Last month, she got a letter saying "at your request, please find photographic evidence of the contravention". No request was made. It does however show the car in the disabled bay with no permit.
Does this evidence make any difference?

No it makes no difference because she's not denying she parked there.
She's denying that they have any right to issue a penalty to the registered keeper of the car. She's denying the alleged debt.
For goodness sake tell the scumbags 'the debt is denied and that they will be sued for harassment if there is any further contact'. Stop saying you don't want to speak to them (your girlfiriend has no need to hide!).
She does not have to explain further, this is harassment and it's a criminal offence on the part of Roxburghe (the debt collectors who pretend they are a solicitor's firm called Graham White).
Tell your girlfriend to report Roxburghe to your MP, Trading Standards, anyone you want but tell them to cease contacting you. Harassment link:

I didnt quite explain correctly, but the car is registered in her mother's name. So it is her mother who is getting all the calls, and thinks bailiffs are going to come knocking on the door, no matter how many times i tell her they wont be.
Thanks for the advice though - a great help. It is pretty much in line with what i thought, but i just wanted some confirmation that i am advising the right things to do!
