Low income yet not entitled to anything

My DH works 40 hrs a week.Earns £14904 a yr(before tax).We have 2 children. I've applied for housing benefit and council tax benefit yet we've been turned down.
Is there anything we can claim?
The free laptop is a no because although we are under the limit ,we get wtc:mad:

If you're claiming CTC and WTC then you are claiming everything you are entitled to. Perhaps you could think of working if you are struggling for money and need extra income.0 -
CB, CTC & WTC - all of which you are getting anyway.
HB-wise, your rent is obviously deemed affordable on your income.
We will shortly be in the same boat - £15K gross salary, losing HB & CTB but gaining WTC. I reckon we won't be any better or worse off financially, and we'll gain psychologically on two counts - firstly, the knowledge that we are earning that money, and secondly I won't have to face the ritual humiliation of signing on and justifying my jobhunting every two weeks.:heartpuls Mrs Marleyboy :heartpuls

I'm not saying we are struggling.
I mean all these things like free laptop,free school meal,healthy start vouchers we are under the 16k(or whatever it is) but wtc stops us getting it.0 -

You have no choice.
