    That seems to me to be local government workers arguing for even more powers despite, as you say, s19 already covering perfectly well.

    It’s been a common failing in the legislation process over the last fifteen years, knee jerk, badly drafted micromanaging crack downs with new ever more draconian laws being passed for problems that are already perfectly well covered by existing legislation.

    This pleases the ones who don’t think about it as who would be against a law against terrorism or knives or child abusers, but it’s ignoring the fact that we’ve had perfectly good (and generally better drafted) laws against all three for donkeys years.
