I question how well you cleaned it, did you just swirl it around and pour out? When I cleaned mine years ago (could do with another clean now) I used washing up liquid and hot water with a scouring-sponge, I laid it flat on the ground and virtually crawled inside to reach the bottom, rotating it to do the other sides. Mine was as clean as a button when I finished.0

Spirit vinegar is great to neutralize odors. I would wipe the bin with it and leave the bin closed and empty for a night, for instance, with some vinegar on the bottom.
I would strongly endorse not to put any leaky bags in the future!0 -
I put a large wheelie bin liner in my bin. All my rubbish goes into carrier bags which are then placed in the wheelie bin. The day before the dustmen come I make sure the ends of the liner are folded over inside the bin and there are a couple of bags on top to a) hold it down b) the dustmen don't see it!
My wheelie bin is as fresh as a daisy and very clean everytime:D . I do however put a bounce sheet in the bottom of the bin just to keep it smelling fresh

As for my green wheelie bin - yuk this needs pressure washing down with soap and water every time it gets emptied. How I hate the bins being emptied every other week "sighs" .0 -

where you get them from? 0 -
I once used Jeyes fluid but the smell was just too strong. It definately gets rid of any unwanted smells. I now pour disinfectant in and add a bucket or two of hot water. Use an old mop and give it a good clean out whenever it is emptied. Works for us and we don't have the added expense of paying for the wheelie bin cleaning man who charges £3.00 a bin. When life gives you a hundred reasons to cry, show life that you have a thousand reasons to smile
