You probably found this old thread by Googling but did you realise this forum has a whole host of current information and threads about ignoring private parking companies (we call them PPCs)?

Start at the top and read some current threads instead of old info. Of course nothing happened, PPCs just issue fake PCNs and then hope that their threatogram letters will scare the majority of people into paying. Do not pay. Do not be taken in by these cowboys!
Read the sticky threads by Crabman now; mainly the 'PPC letters' thread with pics, and the 'Read this before posting' sticky thread which includes info and a link to a Watchdog clip telling you just what to do. Watch the youtube clip and laugh at the company's sorry attempt to extort money from you.
Then read as many CURRENT threads as it takes until your eyes glaze over at reading the word 'ignore' so many times... Then sit back and wait for those threatograms and just tick them off the list as each matching letter arrives as per our stickies.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I have a similar situation - overstaying in a supermarket car park by 20 minutes over the 2 hour limit. My wife, who is the registered owner/keeper, was not driving the vehicle at the time. She wrote to inform the PPC of this and has received a response that contains verbatim your quote above.

Given that the OP posted three times in August of last year your chances of getting a reply are probably slim. You could try a PM. However, as no one has yet to be subject to Norwich Pharmacal Order proceedings (and one can safely assume that had they been at least one of them might have reported back here or on pepipoo.com, CAG, pistonheads.com, etc etc) - despite the threats - that nothing will come of it.
One should also bear in mind that PPC World would be all over these forums like a socially-communicable rash had they actually succeeded in obtaining such an order. Those who thrust this forward as a potential route a PPC could follow are using it as just another naked threat. Also keep focussed on the fact that the PPC business model is a straightforward numbers game and potentially writing-off a large lump of money to cover an NPO application will c0ck up the maths.My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).

Of course it's verbatim the same - it's just a standard computerised threatogram.
